Palm Beach County, which began its program in July 2010, 1.6 percent of referrals in 4632 completed a written agreement. Another barrier is difficult to contact with borrowers. Of the 78 076 cases submitted to mediation through the state, borrowers have been achieved in only 42 percent of cases. Statewide, 3.6 percent of all cases submitted to mediation in a one-year period March 2010 concluded with a written agreement between the lender and the homeowner.
